Considering the importance, the Government of India is taking leap jumps towards digitization and technology integration. There is one man, who is silently playing a very crucial role in Digital movement of Government Sector – Shri Akhilesh Srivastava, a globally known technocrat for technology implementation, strategic & visionary thinker. Since last few years, he is dedicatedly but quietly & strategically working towards digitization of the Government sectors to enhance transparency and speed of execution step by step. His contribution towards development of Government Public Procurement Portal is unforgettable. People related with the public procurement portal project still talk about his dedicated working of 18 to 20 hours daily in mission mode for months. The Public Procurement Portal proved to be the stepping stone towards enhancing the transparency in government tendering process by use of technology in large scale. After implementation of e-Tendering, he moved to next step to make a large-scale cloud-based software platform called e-MB, for quality check and digital recording of measurement of works executed on project site. The e-MB became so popular in the engineering fraternity that it was quickly adopted by many State Governments and PSUs like hotcake. The e-MB not only digitally records the measurements of project executed but also brings it in the public view to enhance transparency by eliminating the grey areas of the construction industry. This generated a momentum of digitization in the construction industry field and paved way for development of many such software applications of project monitoring in the market.

Economic Advisory Council to the Prime Minister, Government of India, Petroleum and Natural Gas Regulatory Board (PNGRB), Government of India, National Disaster Management Authority, Government of India, Federation of Indian Chambers of Commerce and Industry (FICCI) and Government of Gujarat as the State Partner is organizing a Conference on Chemical & Industrial Disaster Management (CIDM), March 14-15, 2018, Convention Hall, Hyatt Regency, Ahmedabad, Gujarat. The Hon'ble Chief Minister of Gujarat is likely to inaugurate the conference.

The main focus of the proposed conference and exhibition on 14-16 March 2018 would be to make industry globally safe by better emergency planning of accidents – onsite, offsite including isolated storages. Delhi-Mumbai corridor to see pilot run of first GPS-based tolling project

 




The road transport and highways ministry is set to launch the pilot for a global positioning system (GPS)-based tolling project on the Delhi-Mumbai corridor, a move seen as a game changer for road passengers as well as infrastructure companies. Under the GPS-based tolling system, India’s first, commuters will pay only for the distance they travel on a toll road as against the current practice of paying a fixed toll irrespective of whether they use all or a part of a road.

Over the past four decades, GIS technology has systematically impacted local government by improving basic record keeping and data management as well as automating a wide variety of geo-spatially-related workflows including mapping. Most of these improvements have been in departmental systems focused on specific mission areas.

It is a visionary documents elaborating steps to be taken to improve connecting between ASEAN-INDIA in all spheres. A very learning experience for me.

Another feather in the cap of Honourable Prime Minister Shri Modi’s Digital India campaign was added on 10 November 2017, when Online Portal of ODR (Online Dispute Resolution) was inaugurated by Shri Satyapal Singh State Minister of Human Resource Development in All India Council of Technical Education (AICTE) Auditorium. ODR is going to open new fields of opportunities for the India. Apart from making India a favourite hub for Online International/National Arbitral Dispute Resolutions, it will open new job opportunities for the Indian youth.
The Ministry of Justice took forward the PM’s initiative of Online Dispute Resolution and gave the task to Construction Industry Arbitration Council (CIAC) to develop it further. CIAC is an Independent, non-profit institution established under a MoU as a joint venture between the Construction Industry Development Council (CIDC) and Singapore International Arbitration Centre (SIAC).

The task of development of online portal of ODR and its operationalisation was given to a committee under Chairmanship of Mr Justice Arijit Pasayat, retired Judge of Supreme Court of India and other members comprising eminent personalities Dr P R Swarup, Director General CIDC an authority on the subject and Shri Akhilesh Srivastava, CGM(IT), NHAI, a well-known figure for large-scale IT Integration & Development works in the Government Sector. The committee conceptualised the ODR mechanism, incorporated the various stages of Arbitration proceeding and developed an Online Dispute Resolution (ODR) Portal with the help of a Hyderabad based IT Company Srikari Impetus Solutions Pvt. Ltd. This was inaugurated by honourable State Minister HRD Shri Satyapal Singh on 10th November 2017 in AICTE auditorium, Saket, New Delhi.

Presently more than 3 crores cases are pending in various courts of the country and 46% of these involve Government Department bodies. Hence, the Department of Justice is exploring the options for Government Departments and Organisations & others for settlement of their disputes through alternate methods like mediation, arbitration, conciliation via online means to save time. The disputing parties can visit the web portal /web links / websites and conduct end to end online arbitration proceedings starting from notice of arbitration to conduct of online hearing through Video Conference to publication of online Arbitration Award. This will result in saving of a lot of time and cost. The portal will also provide online access to various court judgments to Arbitrators as will be linked with numerous court & legal sites. To facilitate the Arbitrators, committee recommends to engage IT savvy young arbitral assistants. The Arbitral Assistants can be groomed with little training on legal and/or IT and will provide great help to the Arbitrators. This will open new job opportunities for the thousands of young people and the demography of India have full potential to make India as a favourite destination of International and National Online Dispute Resolutions.

“Akhilesh Srivastava : I am thankful to Engineering Council of India (ECI), AICTE for giving me great honour to chair a Technical Session in AICTE Auditorium, Saket, New Delhi on 10 November 2017.

The theme of Technical session was extremely exciting and purposeful in today's scenario when more than 15 lakhs engineers are graduating from various engineering colleges in India and suffering from lack of job and employability issues. The technical session focused on Development of Framework for Internship to meet Industry demand. The key speakers of the Technical Session were eminent personalities like Prof O P Gupta, VSM, Dr K K Agarwal, Mr Mangar Vinze and Dr K G Balakrishnan. Prof O P Gupta stressed on need of National Policy on Internship including Industry and academic institutions and discussed about the frame work of such policy. Dr K K Agarwal emphasised on making last two semester of Engineering courses for Internship in common and useful area of like Water resources, charging of aquifers, trench less technology, use of Drones etc which are common to all engineering disciplines. Mr Vinze added a new dimension to Internship and introduced new field of Non-Destructive Testing (NDT) as a certificate course for Internship, which will improve the employability of the engineering students in Industry. Another extremely noble & practical approach was shown by Dr K G Balakrishnan, who stressed on need of outcome based academic approach than output based. He said the study should be project based, more Tutorials to be followed after theory class. The students should be given projects from first year itself, which should keep on adding up to bigger and bigger projects in 2nd year and 3rd year and finally be encouraged to submit innovative papers on research or industry needs in final year. This is very practical and quickly implementable solution. It was extremely fruitful and learning session.

टोल पर रुकना जरूरी नहीं, 1 सितंबर से फास्टटैग वाहनों के लिए होगी विशेष लेन AUG ( 17 , 2017 )

भारतीय राष्ट्रीय राजमार्ग प्राधिकरण (एनएचएआई) ने इलेक्ट्रोनिक टोल संग्रह के लिए फास्ट टैग की उपलब्धता के लिए आरबीआई और एनपीसीआई के साथ विचार विमर्श के बाद दो क्रांतिकारी कदम उठाए है। इनमे फास्टटैग की आनलाइन बिक्री और टोल प्लाजा के निकट सर्व सेवा केंद्र (सीएससी) द्वारा आफलाइन बिक्री सम्मिलित है। फास्टटैग वाहनों के लिए विशेष लेन की शुरूआत 1 सितंबर, 2017 से की जायेगी।

फास्टटैग को बैंकों की वेबसाइट, एनएचएआई वेबसाइट और आईएचएमसीएल की वेबसाइट से ऑनलाइन खरीदा जा सकता है और यह खरीदार के घर पर कोरियर के द्वारा पंहुचाया जायेगा। ऑनलाइन बिक्री के अलावा 18 अगस्त 2017 से फास्टटैग टोल प्लाजा के निकट सर्व सेवा केंद्र (सीएससी) के बिक्री केंद्र से भी खरीदे जा सकेगे। सीएससी के पास अपने विशाल नेटवर्क द्वारा कम अवधि में 20 करोड़ आधार कार्ड बनाने और डिजिटल इंडिया में कई उपलब्धियां हासिल करने का रिकार्ड दर्ज है। उम्मीद है कि सीएससी के साथ जुडने के बाद इलेक्ट्रोनिक टोल संग्रह (ईटीसी) को ओर बल मिलेगा।

सभी टोल प्लाजा में आरएफआईडी रीडर को लगाने ओर एकीकरण संबधी हाईब्रिड ईटीसी कार्य प्रगति पर है और इसके 31अक्टूबर, 2017 तक पूरा होने की संभावना है। सभी हाईब्रिड लेन में से एक को विशेष तौर पर फास्टटैग वाहनों के लिए आरक्षित रखा जायेगा। इसमें टोल भुगतान का अन्य माध्यम स्वीकार नही किया जायेगा। फास्टटैग वाहनों के लिए विशेष लेन की शुरूआत 1 सितंबर, 2017 से की जायेगी। प्रधानमंत्री नरेन्द्र मोदी के कैशलेश अर्थव्यवस्था की मुहिम के अनुरूप एनएचएआई अपने क्षेत्र में आने वाले सभी टोल प्लाजा में ईटीसी आधारभूत ढांचे की स्थापना और प्रभावी क्रियान्वयन में कार्यरत है। इस दिशा में एनएचएआई द्वारा किए जा रहे कार्य से राष्ट्रीय राजमार्ग पर सफर करने वालों को सुरक्षित और सुगम यात्रा प्रदान की जा से सकेगी।

कैसे करेगा काम
ईटीसी लगे वाहनों के लिए टोल प्लाजा पर अलग से लेन होगी। प्लाजा पर लगे सेंसर फास्टटैग को कुछ मीटर की दूरी से ही पढ़ लेगा और खुद-ब-खुद टैक्स अदा हो जाएगा। कुछ देर में यात्री को उसके बैंक एकाउंट से निकलने वाले पैसे की जानकारी एसएमएस के जरिये मोबाइल पर मिल जाएगी। भविष्य में इस टैग के जरिये पेट्रोल भरवाने और राज्य सीमा के चेकपोस्ट पर भुगतान करने जैसे काम भी किए जा सकेंगे।

हाईवे के टोल नाके पर लाइन से मिलेगा छुटकारा, NHAI ने लॉन्च की 2 नई ऐप

नई दिल्ली। देशभर में हाईवे के टोलनाकों पर टोल जमा कराने के लिए जो लंबी कतारें लगती हैं उनसे छुटकारा दिलाने के लिए भारतीय राष्ट्रीय राजमार्ग प्राधिकरण (NHAI) ने एक अच्‍छी शुरुआत की है। नेशनल हाईवे के टोल नाके से लंबी लाइन खत्म करने और टोल के ई- भुगतान को बढ़ावा देने के लिए NHAI ने 2 नई मोबाइल एप लॉन्च की हैं। MyFASTag और FASTag पार्टनर नाम की दोनो मोबाइल एप एंड्रायड और आईफोन के लिए उपलब्ध हैं। इन दोनो एप का मकसद ग्राहकों तक ज्यादा से ज्यादा FASTag कार्ड मुहैया कराना है।

दोनो माबाइल एप लॉन्च करने के मौके पर NHAI के चेयरमैन दीपक कुमार ने बताया कि ETC प्रोजेक्ट का उद्देश्‍य FASTag कार्ड की बिक्री बढ़ाना और उसके रिचार्ज को आसान बनाना है। रिचार्ज का मौजूदा तरीका काफी जटिल है। लॉन्च हुए नए मोबाइल एप्‍लीकेशंस की मदद से FASTag को रिचार्ज करना आसान होगा, साथ में इसकी बिक्री भी बढ़ेगी। कोई भी ग्राहक इन दोनो एप्‍स का इस्तेमाल करके अपने लिए FASTag कार्ड खरीद सकता है साथ में जरूरत पड़ने पर उसे रिचार्ज भी कर सकता है।

FASTag पार्टनर एक मर्चेंट एप है, इस एप के जरिए कॉमन सर्विस सेंटर, बैंकिंग पार्टनर और गाड़ी बेचने वाले डीलर FASTag की बिक्री कर सकते हैं। इस एप के जरिए 2013 के बाद बनी कारों में पहले से लगे हुए RDIF टैग को भी एक्‍टीवेट किया जा सकता है। एक्‍टीवेट होने के बाद RDIF टैग को भी FASTag के तौर पर इस्तेमाल किया जा सकता है।

NHAI के चेयरमैन ने बताया कि देश के सभी 371 राष्ट्रीय राजमार्गों पर लगे टोल नाकों को पहली अक्टूबर से FASTag आधारित कर दिया जाएगा। हर टोल नाके पर एक ऐसी लेन होगी जि सिर्फ FASTag से ही खुलेगी, जबकि अन्य लेन FASTag के साथ दूसरे पेमेंट ऑप्शन से भी काम करेगी। पहली सितंबर 2017 से FASTag के लिए डेडीकेटिड लेन हर राष्ट्रीय राजमार्ग के टोल नाके पर काम करना शुरू कर देगी।

FASTag की ऑनलाइन बिक्री को बढ़ाने के साथ इसकी ऑफलाइन बिक्री पर भी जोर दिया जा रहा है। शुक्रवार से टोल नाके के नजदीक के कॉमन सर्विस सेंटर पर यह कार्ड मिलना शुरू हो रहा है। इसके अलावा इसको जारी करने वाले बैंक की वेबसाइट, NHAI की वेबसाइट से भी इसे खरीदा जा सकता है।

Want to breeze through toll plazas? Now, there’s an app, and a FASTag, for it!

The National Highways Authority of India’s FASTags, which are basically RFID tags attached on vehicles that can be used for electronic payment on toll plazas, can now be bought online and offline through common services centres near toll plazas.
While one app is for retail users, another app — FASTag Partner — can be used by agencies only.
The steps, taken in consultation with RBI and National Payment Corporations of India, will allow retail users to purchase FASTags online from NHAI, IHMCL (Indian Highways Management Company Ltd)and various issuing banks’ websites, and the tags will be delivered via courier within two days.
The online sale of FASTags starts on August 18.
My FASTag is a customer mobile app, where highway users can purchase and recharge their FASTag and keep track of the electronic toll collection transactions.
Another app — FASTag Partner — can be used by agencies, CSCs and vehicle dealers to upgrade the RFID tags attached in 74 lakh vehicles sold since 2013, to FASTags. There are six lakh tags in use currently.
“The apps were launched primarily to sharply improve the sale of FASTags,” Akhilesh Srivastava, CGM-IT, NHAI, said on the sidelines.
These apps can be used for purchase, recharge and grievance redressal of FASTags.

NHAI की खास स्कीम: अब टोल प्लाजा पर बिना रुके निकल सकेंगे वाहन

केंद्र सरकार राष्ट्रीय राजमार्गों पर टोल प्लाजा हटाकर लोगों को ट्रैफिक जाम से मुक्ति दिलाने जा रही है। इलेक्ट्रॉनिक टोल सिस्टम (ईटीसी) की मदद से वाहन टोल प्लाजा के किसी भी लेन से बिना रुके टोल टैक्स का भुगतान कर सकेंगे। दो माह में शुरुआत:भारतीय राष्ट्रीय राजमार्ग प्राधिकरण (एनएचएआई) इसकी शुरुआत दो माह बाद दिल्ली-मुंबई मार्ग पर पायलेट प्रोजेक्ट के रूप में करने जा रहा है। एनएचएआई के चेयरमैन ने गुरुवार को माईफास्ट टैग मोबाइल एप शुरू किया।

ज्यादातर पर ईटीसी लगे:देश के कुल 371 टोल प्लाजा में से 365 पर ईटीसी लग चुके हंै। शेष पर अक्तूबर तक लग जाएंगे। इससे टोल के भुगतान के लिए वाहनों के शीशे पर (ड्राइवर के बाई ओर) फास्टटैग लगाना होगा। टोल प्लाजा हटाने के लिए सरकार अक्तूबर में अधिसूचना जारी कर फास्टटैग को सभी वाहनों में अनिवार्य कर देगी।

24 घंटे में डिलीवरी:वाहन निर्माता कंपनियां फास्टटैग युक्त वाहन शोरूम को भेजेंगी। जिन वाहनों में फास्टटैग नहीं होगा, उनके लिए इसकी ऑनलाइन बिक्री शुरू की जाएगी। इसकी डिलीवरी 24 घंटे में होगी। कर्मचारी घर जाकर टैग लगाएंगे। इसके लिए 300 रुपये लगेंगे।

वाहन का आधार कार्ड:फास्टटैग तैयार करने वाले एनएचएआई सीजीएम (टेक्निकल) अखिलेश श्रीवास्तव ने बताया कि यह वाहन का आधार कार्ड होगा। टोल प्लाजा के स्थान पर राजमार्ग पर पोल लगाए जाएंगे, जिन पर एंटीना लगे होंगे। एंटीना के सेंसर फास्टटैग की मदद से वाहन का पूरा विवरण कंप्यूटर डाटा बेस को भेज देंगे। यदि कोई तिकड़मबाजी से बचना चाहेगा तो आगे पकड़ा जाएगा।

ट्रक प्रतिदिन ज्यादा दूरी तय कर सकेंगे
प्रथम चरण में दिल्ली-जयपुर
सेक्शन पर टोल प्लाजा हटाकर प्रयोग करेंगे। इसकी सफलता के बाद देशभर के टोल प्लाजा को हटाया जाएगा। निर्बाध आवागमन से ट्रक रोजाना 300 की बजाए 500 किलोमीटर दूरी तय कर सकेंगे।

Want to breeze through toll plazas? Now, there’s an app, and a FASTag, for it!

The National Highways Authority of India’s FASTags, which are basically RFID tags attached on vehicles that can be used for electronic payment on toll plazas, can now be bought online and offline through common services centres near toll plazas.
While one app is for retail users, another app — FASTag Partner — can be used by agencies only.
The steps, taken in consultation with RBI and National Payment Corporations of India, will allow retail users to purchase FASTags online from NHAI, IHMCL (Indian Highways Management Company Ltd)and various issuing banks’ websites, and the tags will be delivered via courier within two days.
The online sale of FASTags starts on August 18.
My FASTag is a customer mobile app, where highway users can purchase and recharge their FASTag and keep track of the electronic toll collection transactions.
Another app — FASTag Partner — can be used by agencies, CSCs and vehicle dealers to upgrade the RFID tags attached in 74 lakh vehicles sold since 2013, to FASTags. There are six lakh tags in use currently.
“The apps were launched primarily to sharply improve the sale of FASTags,” Akhilesh Srivastava, CGM-IT, NHAI, said on the sidelines.
These apps can be used for purchase, recharge and grievance redressal of FASTags.

RFID tags for vehicles promise gains for users as well as road authorities

Fastags, which are basically RFID tags for vehicles that allow uninterrupted passage through toll plazas on online payment of toll charges, are likely to emerge as Aadhar-like unique identity numbers for vehicles in the country.
Senior officials of the National Highways Authority of India (NHAI) have already started referring to these tags as ‘vehicle Aadhar’ in their meetings. Besides enabling trucks and vehicles to zoom through toll plazas, these tags allow users to get discounted toll charges and probably even discounted fuel.

These also enable the government to track vehicles, at least on the national highways (NH).
To start with, the tags just stored vehicle data such as registration number and class of vehicle, which help determine the exact charges at each toll booth it crosses.
Recently, NHAI has also started putting encrypted vehicle related data like engine and chassis number in these tags. Moreover, the tags have the capacity to store more data such as pollution under control, insurance and even GSTIN number.

Numerous benefits

With the storage of pollution and insurance data, agencies wanting to check vehicles violating these norms can do so by installing tag readers within cities, particularly in the planned smartcities, Akhilesh Srivastava, CGM-IT, NHAI, told BusinessLine.
In the backdrop of the recent Supreme Court order on privacy, NHAI is ensuring that it protects the data by sharing the “bare minimum information” with agencies to activate the tags, said Srivastava.
As of now six lakh such tags have been fixed on vehicles. Of the ₹50-crore toll charges collected every day, NHAI now collects about ₹8 crore, or 17.4 per cent, through Fastags. Last year’s demonetisation move gave the tag a bigger push.
Almost all the NH toll plazas are being enabled with RFID readers. This will help prevent revenue losses at toll plazas by cutting down the possibility of reflecting a lower revenue receipt than the actual fee. The system is also expected to improve the safety of toll plaza handlers.
At least one lane of about 371 NH toll plazas have become RFID reader enabled. All lanes are expected to be electronically enabled by October, helping the government track all vehicles across the NH network.
These 371 RFID enabled plazas are spread over 50,000 km of the NH network, constituting roughly 48 per cent of the full stretch of India’s highways. This is managed by NHAI.
Another 48-odd toll booths spread over 50,000 km of NH is managed by the Ministry of Road Transport and Highways. For this part of the network, Indian Highways Management Co Ltd (IHMCL), a company which is implementing the electronic toll system for the national highways, and in which NHAI has a stake, has recently got the mandate to make electronic toll plazas. “This should be done in six-eight months,” said Srivastava.
To ensure faster and wider adoption of the tags, NHAI recently launched two apps — one which enables users to buy tags from issuing banks and websites of NHAI and IHMCL; and another vehicle dealers, IOC, etc. Those selling and activating tags include banks such as SBI, ICICI, Axis, IDBI and small finance bank Equitas, as well as PayTM.
“About 50,000 end-users have downloaded the app in the last 12 days,” said Srivastava. NHAI has also roped in the Common Service Centres that distribute Aadhar numbers to people to sell the Fastags.

Ministry of Road Transport and Highways on Monday said that a dedicated lane for FASTag enabled vehicles has been operationalised at all toll plazas on national highways across the country from Friday, Press Trust of India reported. The step has been taken to facilitate hassle-free passage for the FASTag enabled vehicles. “NHAI achieved the first milestone in electronic toll collection when it operationalised one dedicated FASTag lane at all toll plazas from today. Now FASTag enabled vehicles can cruise through the dedicated FASTag lane without stopping at toll plazas on national highways,” the Ministry of Road Transport and Highways said in a statement. PTI reports that FASTag is a RFID tag available both online and offline through banks and common service centres. NHAI had launched two mobile applications last month for ease of obtaining FASTags. “Thousands of road users have downloaded the applications and purchased FASTags in less than two weeks. The penetration of FASTag has increased to 18 per cent as on August 31, 2017,” PTI quoted agency as saying. As per the report, the government has made it mandatory that the new vehicles being sold with effect from October 1, 2017, will be affixed with active FASTag.

The statement said that the “FASTag Partner App” will help more than 6,000 dealers in the country and facilitate them the access to a single platform and activate the FASTag at the time of delivery of the vehicle. In addition, the authority has even started a number of awareness campaigns to make road users aware of the FASTag and its benefits. “NHAI officers have been tasked to visit toll plazas personally and ensure operationalisation of single dedicated electronic toll collection lane. NHAI plans that as penetration of FASTag increases, more and more lanes will be dedicated to ETC,” the statement said as per PTI.
